VLA, Gottlieb Paludan Arkitekter and Avant Architecture (Vietnam) were invited to take part in a competition for new headquarters for the Vietnamese foreign ministry.

The proposal divides the building into two sections: one containing external functions with public access; and one for internal ministerial functions with limited access.

The outer profile of the building refers to the pagoda. The landscape context is inspired by the terraced fields for which Vietnam is celebrated.
